Planned and executed by EnvironPact and OceanPact Maritime Services, the operation used the ICS (Incident Command System) methodology for emergency response and involved around 180 Navy personnel.

The oil spill simulation at sea occurred between August 7 and 9, 2023, at the Naval War College in Rio, involving team activities and practical exercises at Praia Vermelha in Urca. At the opening of the training, Vice Admiral Sérgio Salgueirinho, Director of Ports and Coasts of the Brazilian Navy, highlighted the importance of integration between public and private agencies. “Our goal is to be prepared for synergistically coordinated action, increasing response efficiency and minimizing environmental impacts.” The simulation involved Ibama (Brazilian Institute of Environment and Renewable Natural Resources), ANP (National Agency of Petroleum, Natural Gas and Biofuels), Arpel (Regional Association of Oil, Gas and Biofuels Companies in Latin America and the Caribbean), ITOPF (International Tanker Pollution Federation – translation of the acronym into English), oil and gas sector operators and representatives of the National Contingency Plan.
